Misidentified Conventional Aircraft
A distant conventional aircraft's anti-collision strobe or navigation lighting, viewed at night against a featureless dark sky with no reference points, can produce a visual impression of erratic movement, particularly if the observing pilot is simultaneously flying their own aircraft and only glancing at the light intermittently.
